What is an A.TR Movement Certificate?

An A.TR Movement Certificate is an official customs document issued pursuant to the European Community–Turkey Customs Union agreement (Decision No 1/95). It certifies that the industrial goods covered were either wholly produced or put into free circulation in Turkey, which entitles them to preferential tariff treatment—ordinarily eliminating customs import duties upon importation into an EU member state.

Unlike a standard Certificate of Origin (EUR.1 or Form A), an A.TR certificate is strictly a customs status document rather than an origin document, confirming that customs formalities and duties on non-originating raw materials (if any) have already been accounted for.

Clarity for Procurement Teams

Understanding the Scope: What A.TR Is & Is Not

Aspect What A.TR Entitles What A.TR Does Not Cover
Customs Import Duties (Tariffs) 0% Customs Duty for industrial signage goods in free circulation. Does not apply to agricultural products or coal/steel treaty items outside the Customs Union agreement.
Import VAT (Value Added Tax) Customs duty relief only. Does not waive local Import VAT. VAT is assessed according to the destination member state rate (e.g. 19% Germany, 20% France, 21% Netherlands) and handled via standard tax return reverse charge/deferral.
Customs Clearance & Brokerage Fees Covers statutory tariff elimination. Does not cover private freight forwarder documentation, handling, or customs broker filing fees.
Classification (HS Code) Applied to eligible classifications such as HS 9405.60. Does not substitute for proper commodity declarations and commercial invoicing.
